For our International Programs department, we are looking for a:
 
Planning Monitoring Evaluation and Learning (PMEL) Advisor
(35 hours a week)

 
In this role, you are responsible for Monitoring and Evaluation of the progress and results of programmes and projects of Plan International Nederland, and for sharing and applying the learning. Based on the learnings within our projects, you will identify and share insights and opportunities for evidence-based adaptive programming, lobby and advocacy, communication, and fundraising.
 
As Planning Monitoring Evaluation and Learning advisor you are part of the Knowledge, Learning and Innovation (KLI) Team of Plan International in Amsterdam consisting of a total of three Knowledge, Learning and Innovation colleagues and a manager. The tasks are carried out in coordination with relevant project managers.
 
What will you do?
You are responsible for the development and implementation of PMEL policies of programs and projects of Plan International:
  • You take into account the requirements of various donors including the Ministry of Foreign Affairs and European Union;
  • You advise and support programme staff in country offices  on result measurement, logframes and Theory of Change development;
  • You develop PMEL procedures and tools for programmes and projects and coordinate their implementation;
  • You provide support for baseline measurements and mid-term and final evaluations of programmes, needs assessments, and  real time reviews. This includes selection of external consultants for evaluation, the assessment of evaluation reports, the use of the findings of these evaluations and potentially conducting them ourselves; 
  • You share learnings within the organization and you contribute to the organisational learning agenda;
  • You contribute to reports to donors in IATI; 
  • You analyse learnings from the programmes/projects and identify opportunities for evidence-based adapted programming; 
  • You share learnings that are important to further strengthen evidence based lobby and advocacy, communication and fundraising; 
  • You coordinate one or more of the topics of our learning strategy.
What do you have to offer?
Our ideal candidate has significant experience in Planning, Monitoring, Evaluation and Learning and in applying learnings. The candidate is open to learn more in a fast-paced and internationally oriented environment. The ideal candidate is a flexible team player who communicates tactfully with colleagues from various cultures and organizations, both verbally and in written communication. Field experience in managing programs, conducting research and managing project management systems is very welcome.
 
In addition, you meet the following criteria:
  • A university degree in a relevant field;A minimum of 2-5 years of work experience, of which at least 3 years’ experience with Planning, Monitoring, Evaluation and Learning;
  • Thorough knowledge and experience of different qualitative and quantitative data collection methods and tools for monitoring and evaluations; 
  • Familiar with Theory of Change, logframe development and outcome harvesting;
  • Experience in providing technical PMEL support to the development of program/project (funding) proposals;
  • Familiar with strategic partnerships of the Ministry of Foreign Affairs is an advantage;
  • Experience in facilitating workshops, webinars or learning sessions;
  • Excellent communication skills, you must be able to present and give briefings to external parties;
  • Fluency in English is required, Dutch, Arabic or French is an advantage;
  • Affinity with Plan themes, including gender equality;
  • Up-to-date knowledge of the development and humanitarian fields (national and international developments).

We offer
An inspiring job in an international organization with an inviting atmosphere. A fulltime workweek with us is 35 hours. These hours are usually flexible and could, for example, also be spread out over 4 working days. We facilitate hybrid working and work for 50% or at least 2 days a week in our office in de Baarsjes in Amsterdam.
